About Korean Public Safety

Tons of foreigners and statistics say Korea's public safety is really good and get usually top of the rank
but Korean citizens feel Korean is no longer safe now
if so, we should find what difference there is between of them
I just think hard about what foreigners say, and I realized something!
In conuntries except Korea there are tons of small crimes like pick pockets or bandits and I just heard in Rome if something left your hands, it'd not your stuff anymore like putting your phone on a table
but in Korea we hardly have them
At cafe we can see so many people using their laptop and they go to toilet with laptop left on their table and when they're back the laptops are just still there
but I heard in America or other countries if you did the same thing, you may have them lost
In that way, Korea is so safe! we hardly steal other's stuff in public area
on the other hands, the crime rates especially sexual assaults rate is pretty high and more than half of victims are women, and the gap is quite big as far as I know
So many women who especially live alone feel anxiety and fear so hard
these days it's really big social issue but this kind of stuff become a reason for a fight between guys and girls
They just blame for each other and they go even further and  feel a repulsion toward each other
I think fixing it is really important now and and highly recommended
So we gotta find the way to solve it someday
